The Affordable Connectivity Program (ACP) provides eligible households with a discount on broadband services.

The Affordable Connectivity Program (ACP) will provide a discount of $30 per month towards broadband service for eligible households.

Yes. You are responsible for any amount over $30 per month for internet service under the Affordable Connectivity Program.

A household is eligible if one member of the household meets at least one of the criteria below:

  • Qualifies for the Lifeline Program;

    • Receive benefits from one of the following federal assistance programs: Medicaid; Supplemental Nutrition Assistance Program (SNAP); Supplemental Security Income (SSI); Federal Public Housing Assistance (FPHA); or Veterans and Survivors Pension Benefit.
    • Based on your household income at or below 200% or less than the Federal Poverty Guidelines.
  • Receives benefits under the free and reduced-price school lunch program or the school breakfast program (between SY2019-20, 2020-21, or 2021-22);
  • Receives benefits under the USDA Community Eligibility Provision (between SY2019-20, 2020-21, or 2021-22);
  • Received a Federal Pell Grant during the current award year;

A subscriber must provide a photocopy of qualifying documents as proof demonstrating eligibility. For more information on eligibility requirements visit ACP.

As the provider, Docomo Pacific will receive the funds directly from the Affordable Connectivity Program.

ACP will last until federal funds are depleted. Participants will be informed 60 days before it ends. If funding stops, the ACP benefit will be removed, and participants will have to pay the full service cost.

The FCC announced that last fully funded month for ACP is April 2024

When the ACP program ends, you have the opportunity to either continue on your plan without the ACP discount/subsidy or sign up on other internet/broadband options that fit your budget. You also have the option to cancel your services with DOCOMO PACIFIC.

Unfortunately, without additional funding from the U.S. Congress, the program is projected to end in April 2024.

When the ACP program ends, you will have the option to continue on your plan at the price without the ACP discount or you may cancel your services with DOCOMO PACIFIC.

If you do not affirmatively opt-in to keep your Internet-related services, the FCC may require that we disconnect those services at the end of the program.

The deadline to enroll for the ACP to receive the $30 discount on Internet or broadband services was on February 7, 2024. Beginning February 8, customers may no longer enroll.

Existing ACP customer already enrolled and those enrolled before February 7 deadline will still receive their discount until funds run out or program end date is officially announced.

If you are eligible to enroll for the ACP but did not enroll before February 7, 2024, then you will no longer be able to do so. We aplogize for any inconvenience this may have caused you.

We understand your concern. Unfortunately, the enrollment deadline for the Affordable Connectivity Program (ACP) was set by the Federal Communications Commission (FCC), and as of February 7, the erollment period officially closed.

Please continue to check your email regularly and visit the Affordable Connectivity Program website for updates. Their websites are affordableconnectivity.gov and fcc.gov/acp. If you have any additional questions, please contact the ACP Support Center at 877-384-2575.

  • Recertification is an annual requirement for ACP subscribers. USAC conducts the recertification process for subscribers who enrolled via the National Verifier.
  • USAC checks available automated eligibility databases and for subscribers who pass the automated check, they do not need to take any action.
  • Customers who do not pass this check, have 60 days to recertify to continue to receive the $30 monthly ACP benefit.

You may follow the steps listed on the letter from USAC or click here for information on next steps to recertify. You may need to prepare updated qualifying documents in order to continue to receive the $30 monthly ACP benefit. Refer to USAC specifications.

If you’ve successfully recertified, you will have received confirmation from USAC. Upon successful recertification, you will need to inform your service provider as soon as possible.

If you were not able to recertify within the 60-day recertification window, you will lose the ACP benefit. This means your monthly bill/payment will increase or your services may end. Click here for more information.

What is the Lifeline Assistance Program?

DOCOMO PACIFIC's LifeLine/Link-Up Assistance Program is the Low-Income Program of the Universal Service Fund and is designed to benefit residential subscribers who are receiving assistance through one or more government benefit programs.

  1. Check to see if you or someone in your household qualifies for the Lifeline discount.

  2. Apply - Receive the fastest eligibility decision by applying online with the Lifeline National Verifier.

  3. Contact Us - Once your Lifeline eligibility has been approved by the Lifeline National Verifier, schedule an appointment with DOCOMO PACIFIC via the Skiplino App here.

DOCOMO PACIFIC's Lifeline Assistance Program is the Low Income Program of the Universal Service Fund and is designed to benefit residential subscribers who are receiving assistance through one or more of the following programs:

  • SNAP/Food Stamps
  • Medicaid
  • Supplimental Security Income (SSI)
  • Federal Public Housing Assistance
  • Veterans Pension or Survivors Pension Benefit; or
  • Total household income at or below 135% of Federal Poverty Guidelines

To prove a consumer’s household income is 135% or less than the federal poverty guidelines, consumers must submit one or more of the following documents*:

  • The prior year’s state, federal, or Tribal tax return
  • Current income statement from an employer or paycheck stub
  • A Social Security statement of benefits
  • A Veterans Administration statement of benefits
  • A retirement/pension statement of benefits
  • Unemployment/workers’ compensation statement of benefit
  • Federal or Tribal notice letter of participation in General Assistance
  • Divorce decree, child support award, or other official document containing income information

*If the consumer presents documentation of income that does not cover a full year, such as current pay stubs, the consumer must present the same type of documentation covering three consecutive months within the previous 12 months.

To prove participation in a Lifeline qualifying program, consumers must submit a document that, at a minimum, includes:

  • The consumer’s name, or the name of the consumer’s benefit qualifying person (BQP);
  • The name of the Lifeline-qualifying program, such as SNAP;
  • The government or Tribal program administrator or the managed care organization (MCO) that issued the document; and
  • An issue date within the last 12 months or a future expiration date that aligns with the benefit period.

Universal Service Fund - Low Income Program

The component of the Low Income Programs:

  • Lifeline - Reduces monthly charges for basic telephone service.

Eligibility Requirements for Residential Subscribers:

In order to meet and qualify for these rates, you must obtain a 'Certification of Eligibility' from a Life Line qualifying agency or program, for example: Department of Public Health & Social Services (DPH&SS), Social Security Office, Guam Department of Education National Lunch Program, the Guam Housing and Urban Renewal Authority (GHURA), etc.

In addition, the residential subscriber receiving the assistance must be the named participant of the qualifying program. One discount is allowed per household, limited to one service. Lifeline is a government benefit plan and is not transferable. Other conditions may apply.
